Capability Model Overview
Inter-Links
are grass-root networks of VCOs established to share information,
gain access to training and funding, as well as gaining
access services provided by Local Authorities.
The
Inter-Link Capability Model (ILCM) is an extension of the
existing Inter-Link programme. It is an innovative way of
working and is designed to primarily improve the capability
of community and voluntary groups, specifically associated
with:

Governance
• Business Management
• Service Delivery
• Partnership Working
• Community Engagement
Unlike
existing schemes, ILCM does not concentrate on governance
(although governance is included): it looks at the overall
needs of VCOs, and developing a Road Map for each depending
on the specific identity or needs of the group.
The
ILCM is a way of life! It is designed to foster continuous
improvement for all voluntary and community groups - big
or small.
The
Model comprises four levels at present (with a fifth one
planned for mid-2008). Level 1 is the ‘entry’
level and comprises organisations that have joined a local
network (thus satisfying the requirement that they value
the benefits of using external resources), whilst Level
4 is the highest level at present. Level 4 organisations
are those with all the infrastructure to design, develop
and implement large significant programmes.
